APTA – West Virginia Political Action Committee (APTA-WV PAC)

The sole purpose of the APTA-WV PAC is to garner funding to assist with building relationships and ensure action is taken on key issues that can impact the physical therapy profession within WV. Individual elected officials and political groups that are in positions to influence or change laws/regulations as they pertain to physical therapy in the state of WV are the target for the PAC. This committee is charged with fundraising to make contributions in a bipartisan effort for positive physical therapy practice. We also exist to promote awareness for issues that could impact physical therapy in WV and may influence patient care.

Mick Bates, PT is the current PAC chair.

Mick graduated from Curtin University of Technology with a Bachelors Degree in Applied Science – Physiotherapy in 1991.

After practicing as traveling physical therapist in Michigan, Florida, Texas, Illinois, and Indiana, he moved to West Virginia some 30 years ago.

He went into Private Practice and built and developed BODYWORKS in Beckley, opening a second location in Pineville in 2014. Mick joined H2 Health in 2011 where he is now treats patients across Southern WV as the Area Regional Manager for BODYWORKS and opening 2 additional clinics in Oak Hill in 2022 and Princeton in 2023.

A career long ( 30 year ) member of the APTA Mick has served in various roles with APTA-WV mainly, in the areas of healthcare policy and payment.

Mick served as a Delegate in the West Virginia Legislature for 8 years (2015 – 2021) and in 2024 became the chair of the APTA-WV Political Action Committee.

All donations to our Political Action Committee must be personal – no corporate donations or corporate credit cards permitted. You must provide your place of employment on the payment form in order to comply with West Virginia law. Contributions to APTA WV PAC are not deductible as charitable contributions for federal or state income tax purposes.

Contributions Limits

Allowable contributions to PACS:

From an individual: $5,000 per Primary or General Election.
From a candidate committee: Up to $5,000 toward allowable purchases listed in W.Va. Code § 3-8-9 and W. Va. C.S.R. § 146-3-6.
From another political party committee: Up to $5,000 toward the purchase of an allowable expense as specified in W. Va. Code §3-8-9 and W. Va. C.S.R. §146-3-6.
From another PAC: Not permitted except contributions from national affiliate.

Allowable contributions to political party committees:

From an Individual: $10,000 per calendar year.
From affiliated candidate committee: $75,000, and unlimited when from excess funds to State Party or Caucus committee.
From affiliated caucus campaign committee: $75,000.
From another political party committee: $10,000 per calendar year.
From a PAC: $10,000 per calendar year.

Contributions from Sole Proprietorships, Partnerships, and LLCS

Sole proprietorships, partnerships, and LLCs are permitted to contribute up to $5,000 per partnership/membership and per election to a PAC and $10,000 per partnership/membership and per calendar year to a political party committee. Any contribution from one of the above organizations must be evenly distributed among the partners, and the PAC or political party committee must list each partner individually on their campaign finance report. (W. Va. C.S.R. §146-3-2).
